In 1994 SAP was cited in Part L of the Building Regulations as a means of assessing dwelling performance. The SAP methodology is based on the BRE Domestic Energy Model ( BREDEM), which provides a framework for calculating the energy consumption of dwellings. SAP was developed by the Building Research Establishment ( BRE) for the former Department of the Environment in 1992, as a tool to help deliver its energy efficiency policies. Government is working on an RdSAP update which we expect to publish in Spring 2022. An RdSAP assessment will use a set of assumptions about the building based on conventions and requirements at the time the building was constructed. The next version of SAP 10 (10.2) comes into force with the updated Part L Building regulations in Summer 2022, and will incorporate various changes to the methodology, including updated:įor existing buildings, a simplified version of SAP called Reduced Data SAP ( RdSAP) is used to assess the energy performance. The most recent update of the SAP 10.2 specification (published 15 December 2021) is available on the BRE website. The government is committed to increasing the accuracy of SAP. Its purpose is to provide accurate and reliable assessments of dwelling energy performances that are needed to underpin energy and environmental policy initiatives.
